Public Hearing this Thursday about bringing High Speed Rail to Hampton Roads

From an email encouraging your attendance:

I urge everyone with an interest in whether or not to bring high speed rail to Hampton Roads (either for or against) to join me in attending Thursday’s public meeting at the Half Moon Cruise Ship Terminal adjacent to Nauticus in Norfolk from 5:30 - 8:00 pm. While there, I hope you will make written comments in favor of the proposal submitted by the Hampton Roads Transportation Planning Organization (HRTPO) to the state this past October. This proposal is backed by all of the cities in Hampton Roads and differs in a number of important ways from the direction being taken by the state and federal governments:

1) Calls for High speed rail (110 mph+) service from Richmond to Southside Hampton Roads along the US460 corridor to a terminal somewhere near Bowers Hill (I-64/I-664 interchange) in Suffolk.

2) Upgrade the existing 79 mph Amtrak line on the Peninsula to address track conditions which impact quality of service.

3) Address flaws in the methods used and data considered in determining a level of service between Richmond and Hampton Roads.

4) Prioritizes building a high speed rail line from N. Virginia to Richmond to Hampton Roads before providing out of state connections. Hampton Roads has a population of 1.7 million people making us the largest metropolitan area between New York and Miami. It just makes sense to provide service to our area ahead of smaller and less strategically important regions.

To make this a reality our city and civic leaders estimate that it will take a very sizable turnout. Please consider attending, but if you can’t, you can still submit a comment prior to Feb. 11th and find out more on the project website: http://www.rich2hrrail.info/pages/pi_publicmeetings.html

Please give some thought to this issue and plan to attend.  Whether you are opposed to light rail for Hampton Roads or support it, if you don’t voice your opinion, you have no room to complain about decisions made.

Holiday on the Bay (actually, on the Lynnhaven) Lighted Boat Parade!

* Hosted by the Cavalier Golf and Yacht Club (CG&YC) and endorsed by Lynnhaven River Now and the Clean Marina Program
* Lighted, decorated boats will leave CG&YC at 6:00 p.m. on 12/5/09, travel up Linkhorn Bay to Broad Bay, to the south channel of Long Creek, up to the Lesner Bridge, and loop around and head back the same route.  ***Fun to head to your favorite restaurant along the river and watch from there! **
* Boats will be decorated with lights and themes celebrating the entire holiday season.  Open to all motorized pleasure and commercial craft (must be able to maintain a constant speed of 5 – 7 knots with appropriate safe distance between vessels).
* Mandatory Captain’s Meeting on 12/2, 6:30 p.m. at the CG&YC
* Prizes for 1st, 2nd, and 3rd place for Best Decorated and a number of other categories
* Party at the Cavalier immediately after the parade.

Planning Commission Schedules Public Workshop to Discuss Electronic Display Signs

Release Date: Friday, October 30, 2009

The Planning Commission is currently reviewing a proposed amendment to the City Zoning Ordinance that will regulate Electronic Display Signs, also known as LED signs. The Planning Commission is seeking input regarding the ordinance and the issue of Electronic Display Signs.

The workshop is scheduled for Monday, November 9, 2009, at 5:30 p.m., and will be held in the City Council Chamber, second floor of Building 1, at the Municipal Center.
Please be aware that this proposed ordinance only addresses on-site signs. It does not pertain to billboards. There are currently no ordinance changes to the City of Virginia Beach’s regulation of billboards under consideration by the Planning Commission. Billboards remain prohibited within the city.

Hampton Roads Transit, in partnership with the City of Virginia Beach, is in the early stages of conducting the Virginia Beach Transit Extension Study (VBTES), an evaluation of transit options for the community. The study will examine transit alternatives for a fixed guide way connection from the eastern end of The Tide [a.k.a. Light Rail] in Norfolk at Newtown Road to the Virginia Beach Oceanfront area along the Norfolk Southern Corporation’s inactive railroad right of way. The VBTES will be completed in accordance with the National Environmental Policy Act of 1969 (NEPA), as amended.

Cycling & Pedestrian Awareness Week Sept 13-20

Just last year 90 people died walking or cycling on our Virginia roadways. In addition, 716 cyclists and 1,696 pedestrians were injured. A single death or injury is one too many. Increasing knowledge of roadway regulations and safe behaviors may help reduce those numbers.

DRIVE SMART VIRGINIA and BikeWalk Virginia, are working together to help improve understanding and create awareness of ways to reduce roadway injuries and fatalities. Funding for the awareness campaign is being provided by the Virginia Highway Safety Office at DMV. September 13-20, 2009 is Virginia’s first Cycling and Pedestrian Awareness Week.

The Community Summit meeting is Monday evening October 5th from 1800 or 6pm until 2030 or 8:30pm. Tuesday morning October 6, 2009 at 0830 the City of Virginia Beach is doing a community summit to discuss issues and the future vision of Virginia Beach to ensure a true “Community for a Lifetime”.  I am looking for another 12 people to sign up for this event.

The next meeting of the Bayfront Advisory Committee will be held at 3:30 p.m., Thursday, August 20, 2009, at the Bayside Community Recreation Center.  The center is located at 4500 First Court Road between Shore Drive and Pleasure House Road. Barbara Duke will be providing hard copies of the Bikeways and Trails Plan and answer any questions you may have with regard to the Bayfront area, and Ms. Wilson will discuss the Committee’s role with regard to items the Committee wishes to address to private property owners and business in the Bayfront area.

Subcommittee meetings of BAC on Tuesday August 18th

The Communications Subcommittee and the Fiscal and Economic Incentives Subcommittee of the Bayfront Advisory Committee will meet beginning at 3:00 p.m., Tuesday, August 18, at the First Landing State Park Trail Center Conference Room.  The Trail Center Conference Room is located at the end of the park road leading south from the Shore Drive park entrance where parking is located to access the nature trails. Lise Chandler-White will be working with the Communications Committee on ideas to improve visibility for BAC on the city web site.

Cape Story’s awesome July 4th Parade & Fireworks

Cape Story’s 46th Annual 4th of July Parade/Brunch & Fireworks!!!
Saturday July 4th
(Rain Date Sunday July 5th)
Parade 10am - Noon @ Cape Story Neighborhood & Park
Fireworks - 9:20pm @ Cape Story Beach

This year’s parade and brunch will take place from 10:00 am to 12:00 pm (noon) on Saturday July 4th.  The parade route will start on Beech at the bike path, proceed down Beech to Poinciana, follow Poinciana to Bayberry, turn left on Bayberry and end in the neighborhood park. All bike riders, floats and marchers need to line up for the parade between 9:30am - 9:45am.  Please be careful spilling out onto Shore Drive.  If you have to, line your float up in Bloom’s parking lot and we will work you into the parade as it starts moving.

This year’s parade theme, determined by votes at the Spring Fling, is “The American Revolution”.  Awards will be given for Most Original, Most Patriotic and Best Theme. Bribing the judges is greatly encouraged!  The parade will be followed by a brunch in the park. There will also be biscuits, doughnuts, fruit and patriotic tunes performed by the “Acoustaholics”.  As she has done in years past, an ice cream truck will also be provided courtesy of LYNN HUME, RE/MAX Allegiance.

The annual fireworks show will once again be presented by Zambelli Fireworks Internationale. The display will consist of over 700 shells and will be launched around 9:20 pm on Saturday July 4th from the beach at First Landing State park. The rain date will be Sunday July 5th at the same time. Please pass the word that personal fireworks are prohibited.

Volunteers are still needed for all of the 4th of July events.

“ Fireworks set-up and clean-up - Trucks and movers are asked to arrive at First Landing at 1:00pm.

Dear Shore Drive Neighbors,
First off, I want to give a huge THANK YOU to everyone that donated to last years show. The support of our community never ceases to amaze me. The plea for additional funds was heard by many residents and allowed our budget to get back on track. As a result, this year’s show will be bigger and better and promises to take your mind off the nation’s economic troubles. Well, at least for the weekend.

For many years, Shore Drive residents, civic leagues and merchants alike have enjoyed this great local tradition. This year’s show will be launched from the same beach location (northwest corner of
First Landing State Park). The show will take place the evening of July 4th at approximately 9:20pm with a rain date of July 5th.
The cost for this year’s entire event including fireworks, security, mailing and permits will amount to $13,000. Unlike City sponsored shows, our “Fireworks on the Bay” display is completely funded by
the local community (residents, civic leagues, merchants). Shore Drive Locals have provided much appreciated support in years past. So once again, Cape Story by the Sea Civic Association is reaching out to all of our neighbors for any financial support possible.
As always, there will be no Cape Story sponsored publicity for this event except a “Thank you” advertisement placed in the Beacon after the event.
Volunteers for an hour of set-up/clean-up and volunteers with trucks are desperately needed. If you would like to help or have additional comments, I can be reached at 667-8533, todd@sdcc.info or the

Old Business-

Indigo Dunes Project – Update to the status of the USACE review of the application for renewal of the existing, but soon to expire JPA. Also, there has been no date set for the State Water Control Board hearing or the circuit court appeal by the City of Virginia Beach.

Update on Lesner Bridge Replacement – The City has run into some unexpected snags with regard to a southern alignment of the replacement. Fully aware of the objections of residents who would be negatively impacted by a northern alignment, the City is revisiting all alternatives, including the possibility of a more centered alignment, even though it could mean nearly a year of two lane traffic across the span.

Pound Pole Fishing Nets – The Virginia Marine Resource Commission (VMRC) has approved the siting of three pound nets in the area between Ocean Park, Baylake Pines, Chesapeake Beach and the Chesapeake Bay Bridge Tunnel. The Board of Ocean Park Civic League has elected to appeal this decision and is presenting a motion to that effect at the next general membership meeting on May 7, 2009. Chesapeake Beach Civic League and Baylake Pines Civic League are being asked to do the same.

Beach Replenishment – Status of city negotiation with property owners along the affected beaches, if available.

New Business –

Bayfront Advisory Committee (BAC) Update – SDCC and the Bayfront Advisory Committee are jointly addressing two issues of interest to residents along the Shore Drive Corridor. Those issues are the complaints by neighbors adjacent to Chick’s Oyster Bar concerning disturbances to their peace and tranquility; also, the safety of the intersection of Shore Drive and Kendall, where speed and reduced visibility pose a hazard to pedestrians and to ingress and egress from Cape Henry Shores and, to a lesser extent, Cape Story by the Sea.

Review and comment of City’s website regarding Shore Drive issues – The BAC and City staff would like the resident of Shore Drive to review and provide feedback on the City’s website regarding Shore Drive related items. How easy are the sites to use, What is missing? What works and what doesn’t work? The SDCC will be sending an email out with more specifics asking for your input, so stay tuned.

Possible changes to the bike path intersections in Cape Story – City Councilman Wood and City Staff continue to work with Cape Story and Cape Henry Civic Groups to discuss safety improvements to the bike path intersections in their neighborhoods.

Adopt-a-Muster - SATURDAY NIGHTS AT 5:30 PM, 2ND POLICE PRECINCT, 820 VIRGINIA BEACH BLVD 385-2700. Citizens have an opportunity to show their appreciation for those who serve. Civic leagues can provide refreshments to officers. Muster begins at 5:30 P.M. Details available from Empsy Munden. Approximately 50-60 OFFICERS on a typical Saturday evening shift, 100 OFFICERS +/-on a holiday such as Memorial Day, July 4th or Labor Day.
