Petition for a Real Estate Tax Rate Decrease

To help City Council decide to decrease the tax rate, Alfonso has put together a petition.
The Petition states:
PETITION FOR REAL ESTATE TAX RATE DECREASE
I/WE THE RESIDENTS OF VIRGINIA BEACH, PETITION THE CITY COUNCIL TO LOWER THE EXISTING REAL ESTATE TAX RATE FROM $1.22 PER $100 OF ASSESSED VALUE TO $1.04. STATE LAW AUTHORIZES COUNCIL LOWERING THE TAX RATE TO OFFSET THE INCREASED REAL ESTATE ASSESSMENTS EFFECTIVE JULY 1,2004. THEREBY LESSENING TAXES NEXT YEAR.
